You will need a license to use your drone commercially, so if you plan to sell photos/videos your use then you will need to get permission.
If you are flying for fun you dont need a license to fly. However having some sort of insurance is not necessarily needed I would advise that you join some from of club, either through the BFMA or FPVUK, both memberships include some third party insurance too.
